Across and around the Manila City Hall, homeless persons and families stay until the 8pm curfew when they will be shooed out of their temporary posts. They will go where they can make camp again and not be arrested.

They would rather be arrested, the homeless we saw and spoke with said. At least they would have food. But they have not been arrested in days; only driven out of the main streets. They were once taken by the Social Welfare office, but were released. They would rather stay so they could eat. They have gone to schools that adopt the homeless during this time – they could not be taken in as many like them have been adopted. They have nowhere to go and no one to beg food to eat or coins to buy food with.
