The Aquino administration declared November 18 and 19 as a special non-working holiday in the nation’s capital due to the Asia-Pacific Economic Cooperation (APEC) Leaders Meeting.

At least 30,000 personnel, mainly from the Philippine National Police and Armed Forces of the Philippines were mobilized for the event, which was attended by heads of APEC member countries.

All domestic and international flights were cancelled. Major roads were closed. Street dwellers were hidden from plain sight. The ‘no rally, no permit’ rule was implemented. The public was advised by police to remain indoors as APEC meetings took place.

Despite overwhelming odds, progressive groups were unfazed and continued to voice their opposition against APEC.
