At almost 11pm on a Friday night, President Rodrigo Duterte came out in another surprise speech.
He addressed his last surprise speech on April 1 regarding the issue on his “shoot them dead” order to quarantine violators of the enhanced community quarantine (ECQ) in Luzon who resist arrest or put the policemen’s lives at risk.
He said he had to explain the mechanics of arresting people because of “stupid lawyers.”
“Ang una po is I would like to — marami itong insidente na ito eh. Marami man ring g***** mga abogado kaya kailangan ko i-explain sa inyo the mechanics o kung papaano — ano ba talaga itong pag-aresto ng tao at kung anong mga kasalanan o mga — you know, events that would maybe compel the pres — the policemen or the military men for that matter, if he happens to be there.”
Duterte said the police must arrest quarantine violators, overcome their resistance if any, quickly bring them to the police car and the police station and there the explanation or alibi can be examined if they are to be released.
“Ngayon kung lumaban ka, ang sinabi ko — pati kasi si chief ng PNP ayaw niya. At the start of the statement sinabi ko, pagka lumaban kayo, inaresto kayo, at inilagay mo sa delikado ang buhay ng pulis, o talagang bubunot ka ng baril o hampasin mo ang pulis ng bato, ‘pag tinamaan sa ulo patay, sabihin mo — barilin mo, patayin mo. ‘Yan ang batas.”
Duterte denied that he said ‘shoot to kill’ in public. He also said to mean that acting in self defense is acceptable or allowed in the in human rights or United Nations or maybe meaning the Universal Declaration of Human Rights.
“At wala akong sinabi… Remember this, abogado ako. I never said in public shoot to kill, period. Sinabi ko — always ‘yan maski ‘yung sa human rights diyan sa UN, if you think that your life is in danger, maging biyuda ang asawa mo na maganda, mag-asawa uli, at ang mga anak mo mawalaan ng tatay, ‘pag tinignan mo na delikado ang buhay mo, patay, unahan mo na, patayin mo.”
He also said he should not be cut off as he has laid the predicate for the arrest. People should also listen to PTV4 to get the truth.

Duterte’s April 1 and 3 speeches and government virtual pressers are only re-broadcasted from the government television station and media channels. Media were banned in Malacañang Palace press briefing room since March 27.
While regards to the P 200 billion budget, he said that the release is slow because they are being careful and that it cannot happen in three days.

He said on April 1 that National Task Force Chief Implementer Carlito Galvez, Jr. and Department of Social Welfare and Development Secretary Rolando Bautista would be tasked to lead distribution of the P200 billion aid – P100 billion this month – from the national government as part of its social amelioration package to give P5,000 to P8,000 as emergency subsidy. The local government unit and village units would not take part of the distribution, but would facilitate the application.
After attacking human rights lawyer Atty. Chel Diokno, Duterte went on to say that the distribution of emergency subsidy is in the hands of Bautista, a military man, who can ask the help of the Armed Forces for this. He said he removed the mayors or barangay captains from this task so the distribution of financial assistance would not be politicized.

On the said press conference, he also announced that he already fired PACC Commissioner Manuelito Luna after Luna called an investigation on Vice President Leni Robredo for ‘competing with government aid distribution.’
Duterte said he expected that when police conduct raids, there should be charges pressed after. No charges filed would mean that they have been paid not to do so.
